I understand he uses a 6x6 medium format camera and the low contrast pastel colours are from the type of film stock he uses and apparently a cast his scanner makes (according to an interview). But how can I get similar results in Photoshop?

Take an overexposed shot on portra, scan it into your computer, open it in photoshop.
master the HSL and youll be able to do that. he manipulates luminance and hue a lot, like, a fucking lot. study his palette, hes obsessed with pink and cyan.

re-toned it to match OP more closely:
v1.1
-flattened skin tones (skin was too shiny)
-re-did the red of the clothes, now it looks more in-world aka saturated but pastel-y
-toned down red vibrancy
-made the cyans more noticeable
