And one of the rules of democracy is that you cannot treat people differently based on their religion. Also, 1) he allowed for several relevant exceptions and 2) his decision came as a response to a specific event, the San Bernardino terrorist attacks in 2015.

Of course the differences between the executive orders were different because the objective is different. Here, rather than arguing with you, can we at least reach some common ground? Thought we were talking about the 90's here, not the 50's. Can you please show me where in the early 90's, our government was killing or jailing communists? I don't believe that happened. However, I do believe it happened in the 50's because everyone was so scared of nuclear war, in which spys were litterally selling nuclear secrets to the russians, so I would have to argue that it wasn't terribly unjustified to give the death penalty to people that could have caused millions of deaths if nuclear war ended up becoming a reality
