Budget camera would be the canon AE-1 (Program or not it shouldn`t matter for a beginner)
They made so fucking many of these you`ll always be able to find one, they typically come with the 50mm 1.8.
Pentax K1000 is cool too.

The mirror on my Nikon FE2 locks up when the battery runs low. I don't know why this happens, as I think the light meter is the only thing that the battery supplies power to.

Please recommend some manual SLRs that can operate without a battery.

I really enjoy my Minolta XG-1.

When I bought it, it came with a 28mm, 50mm, 75-200 zoom lens. I got it all for about $150.

hey question. i seen a minolta xg-m at the thrift store today.. the film advance lever would only move about half way, like it was already cocked, but the shutter doesn't trigger. is that probably just because the battery is dead?
