How can I take decent shots in the winter? Here in urban Wisconsin it looks like pic related pretty much until March (on a good year). Does anyone have anytips on how to make the pics look less drab? This is just from my phone camera BTW.

Technical issue.
Snow is not easy to properly expose. It has to be bright. Your pic is underexposed. Even on a smartphone, you could fix that.
Subject issue.
Like others have pointed out, you're taking a pic of something boring. What do you want to show? What do you want to say? Where does this fit in?

Uh, can that phone camera shoot RAW? Set it up on a stick or something else that is stationary, make it AE bracket some exposures of a scene with a bunch of details, and see what you can do with HDR or other tooling in post.

i admit it's different for everyone, but that was part of my point. If we're gonna stick with this idea that you need to take a requisite amount of photos before you're consistently good, then we at least need to shift what that number is. Or you can just throw away the idea that X numbers makes you good. Because there's so much information out there to advance your learning about everything from the technical and narrative aspects of photography, and because the digital age gives us instant feedback, there's no reason you can't get better faster, especially if you've had experience with other visual arts prior to picking up a camera (they would've taught you about light, composition and story-telling).
But if it's just somebody who's never shot anything or done anything creative before, they're going to have to fumble a bit before finding out how to shoot, and then what they want to shoot and how to be good at that.

Have you ever lived in a snowy area??
It's going to be awfully hard to get photos that aren't drab on an overcast day with snow on the ground. Even properly exposing your photos will still leave things bland and boring, because between the sky acting as a giant softbox and the snow acting as a giant reflector, there will be hardly any shadows to give contrast and shape to things.
