There are leading lines moving away from the most interesting thing in the scene, which is then lost in the frame because it occupies so little of it. 35-40% of it is roadway, and another 50% is sky. Of the 10-15% that is neither, less than half is occupied by what's most interesting. At a larger size, it still only occupies that tiny portion of the frame.

No, the low contrast is due to (a) you not knowing what the fucking you're doing and (b) scanning with a potato.
There are plenty of landscape photographers who shoot with Portra. And you know what? Their shit has plenty of contrast and is fucking tack sharp.
Check out Alex Burke's website (he's a /p/ regular). http://www.alexburkephoto.com/ You'll see how fucking powerful Portra can be for landscapes. He also has a ton of good information on how to shoot and scan negative film.
