It seems like all you did was bump the contrast a bit when you should really be taking a look at that white balance, shit's way off. As for the monitor, you'll probably be happier just going outside because I don't think you're going to get the effect you're looking for without some serious attention to perspective and lighting.

I would recommend you shooting RAW always with the D70s and then editing it on Photoshop or ViewNX2 or any other software.
With RAW you can always push the saturation to the upper limits without banding.

she's kind of ugly but what's worse is that she's not happy looking at all. it's not befitting her character and doesn't help capture the attention that could easily drift to the terrible background.
side note, her hair melds into the tablecloth which isn't good. the background really shouldn't be the same color as any part of the subject, or maybe specifically the outer rim.

Yes, that is a Dreamcast controller in the background.
Also, I do have a 6 button Genesis pad, but there's something wrong with it so I'm stuck with the 3-button until I manage to fix it. Don't play much Mortal Kombat, and I'm more partial to the Alphas and SF3 than 2, but it definitely is a much more comfy controller to use.

If you can't afford a normal macro lens eg. Canon 100mm f/2.8 Macro or Nikon 105mm f/2.8 Micro VR.
I'd say pick up a set of autofocus extension tubes, works a treat and if you have bigger figures you can use a wider lens with it. Otherwise shoot as close as you can and crop.

In the middle of a con I find there's not much that can be done to mitigate background clutter if you're just wandering around taking random hall snapshits. The best I can usually hope for is a blank outdoor wall or an open space in the lawn/parking lot. My con doesn't allow indoor photo in the hallways to prevent traffic. A hotel bar or corner lounge might be a nice setting but you're limited to inobtrusive costumes.
It helps to have a plan if you want to do more than hall snaps. I'm just an amateur GWC so I don't book shoots on facebook or forums. Nowadays I try to find a public gathering/photoshoot scheduled for a series/character I want to see. The usual process for these is a random or meet organizer gets designated as director, and they arrange mass groups posing together. All heroes, all villains, all dupes of one character, smaller groups of fight poses or meme poses, etc. I've stopped trying to get everything in frame for those and just use a long zoom to isolate individuals in the groups. During that you can approach individuals as they come off the "stage" for a couple extra poses. If they have a friend, you can try asking them to hold your light/reflector/shade.
In my con there's also some areas off the main traffic were people park themselves specifically to pose for whoever comes along.

It can do *almost* everything if you have a FF camera (/APS-C with FR) and an adequate lens.

Big flash gun (and maybe a second one handheld -which admittedly is annoying) can do a decent lot, rest is ... again kinda FF+neat lens territory.

You could get a P&S, but that doesn't really do anything much your phone doesn't do.
A Nikon D3x00 with a old 28-105mm AF-D might almost meet the budget as well. But the AF-D lens wont AF until you buy a D7x00 or better (which will possibly annoy you in other uses). And a D3x00 doesn't really give you much help with MF, or particularly much else.
A Nex-6 or better A6000 + Sony 30mm f/3.5 macro would do the job all right for still relatively cheap, but we're still getting closer to $600.
Maybe you can find some random used deal on eBay or keh that works perfectly?

Depends on the exact models, but generally speaking nope.
The market for cheap P&S cameras has severely collapsed; a lot less new products make it to market and they tend to generally be less... ambitious. It's "something weak and cheap, but with zoom" in the low price segment.
Smartphone manufacturers try far harder to get the good chips and optics, because who gets to sell a smartphone very often depends very much on its camera.
If you want a big upgrade, that's mostly found on hobbyist to professional IL or fixed cameras, - the advantage quite strongly contained in better lenses but also much bigger sensors that these can have.

What of this specifically do you need for photographing figures?
Zoom doesn't mean you can focus closer (minimum focusing distance basically always "runs away" from you with you zooming in), and the other stuff that I could spot on skimming these posts wasn't really useful for shooting figures.

P&S were better back around 2010 when most phone cameras were 5-8Mpixel. That was when I got a 12mp compact with 20x zoom for about $250. Pictures were better than my phone but there was still some noise at 100% view even in full daylight. The other benefit was HD video recording, which phones can do now. The long zoom is handy for outdoors things but not very practical for indoor macro.

The compact powershot is visibly larger than the iphone 6 but both are dwarfed by even the RX100, never mind the larger changeable lens camera sensors.
Used D3100 with kit lens can be had for 250-300 pretty easily. And that's in shitty leaf currency. You should also have a tripod, small if you want to set it on the table or regular size if you want to have it on the floor
