Thanks, I didn't have a tripod but I tried as hard as I could to take two identical pictures, one with the sky exposed correctly and one with the trees/rock. Rocks out of focus :/ but I'm proud of it nonetheless

I don't think the starfield is really helping the image, when I see it without the spots due to a resized thumbnail it looks a lot better. Also I'd just center the fan and remove the light on the edges so it just goes to black / near black and that extends to the edges of the frame.

Would a sensor degrade just from storage?

In ideal conditions it wouldn't, but just sitting on someone's shelf shouldn't either.
Cameras from that era might just have had a lot of hot pixels.
http://www.pixelfixer.org/ Use this for your long exposures. Put on the lens cap, turn up the iso, and take a 30 second exposure. Use that to train pixelfixer on your camera's hot pixels and then it should be able to smudge those pixels out of other photos. It can also automatically detect them on top of that.

I don't like it. The sky is gross, really muddy with the long exposure and the highlights are clipping. The building on the right is meant to be the star of this but it's not well composed and only in half the frame.

The composition is so geometrically precise that little things like the car and the pole in the middle stand out like hell. I also really wish you had let the group of people walk out of the frame, since the other two standing would have been fine on their own. The tones are really nice though, I love the warmth at the bottom and the coolness at the top.

I touched the luminance only for the blue, and moved the hue a bit towards cyan(now i'm thinking of restoring the hue back to how it was). I also raised the saturation of yellow and orange a bit.
The gradient was mostly natural(although i increased the vibrance a bit), its a weird mixture of haze/fog/fumes above a city during a winter sunset. I got lucky with the moon today, its usually much smaller.
