A greasy lens can cause this, but it could also be a shitty filter. It seems like every damn camera store on earth pushes the same garbage Tiffen UVs, and they absolutely destroy image quality, especially in situations like this.

Dirty lense, if they're clean then you may have some water damage from the inside. I doubt its your sensor but learn how to clean that too. If its a film camera then its justnypur lense.
