I have Photoshop and think I have e a general idea of how to fix this, but wanted to a the /p/ros.
Should I use a masking layer that I selectively erase along the bands to brighten them?

This is from a lamp right? I don't know how to edit this but it seems like the flicker frequency on the bulb/lamp is fucked up. I do video work and a lot of times I encounter this bullshit from cheap lights, lowering refresh rate usually mitigates it, so I would imagine shooting at a lower shutter speed would help this next time you encounter it while you're shooting.

Why no depth of field in this? That looks completely unappetizing the way you've presented it. Pull back a little and shoot it so the plate is in focus front to back. Chef spent all that time preparing it and making the presentation just right and you go and fuck it up with 'my bokeh'.

Can you help me understand your aesthetic preference here? I wanted an intense close up, but I think what you're suggesting is put all three dates into focus, right? I don't want it to look too clinical, but I do want to use DoF better, like you're saying. I figure if my composition includes at least some representation of the ingredients, chef would be ok.

Not that anon, but I agree with him. Narrow DOF is fine, but this is comically small--it takes too long to figure out what you're looking at. Getting at least one date in focus would have worked. It's food, so it's not going anywhere--put your camera on a tripod and take a 1/2 second exposure at a smaller aperture. This will also fix your phase banding problem.
Reshoot with a longer exposure.

Create masks on the dark lines and bring them up in curves. It will take a long time to get the masks perfect and it may not end up looking that great depending on your retouching skills.
Shoot with a longer shutter speed next time. Use a ND filter if necessary. Or don't shoot under fluorescent lights.
