Not weird, it's a Peltier cooler or thermoelectric cooler. Expensive as fuck but it means a lot of difference on long exposure stacks.
Usually for astrophotography.

I don't see why this wasn't done with a full frame camera, but I guess it has to do with the fact that you can flip the d5500 screen out and use it alongside the cooler. If they did this to a d750 or k1 (both have flippy screens) it would be seriously interesting.
