In theory yes, but not in this case. This is an image that's impossible to take with a single exposure (when I say this I mean having both the foreground and stars in focus and correctly exposed), meaning it's a composite of multiple exposures.

The EXIF is only showing the info for the exposure taken of the surrounding trees, but the scene of us around the fire is a separate exposure (I can't remember the exact settings but I think it was only a 2 second exposure), and the same goes for the stars.
