Technically speaking, it's arguably lacking a lot (I personally dislike converging verticals but that's merely formal preference)
however, more importantly, it's capable of being used for good narrative or having an 'air' of sorts. There's not much to go on about it, detail is lacking in the shadows, it's murky, the sky is quite deep - it's quite oppressive. If you took out the text and, say, put it in a series about a city, it'd function very nicely.
Instead of asking if a photograph is bad, ask for what makes it good.
