Because if you're on private property your rights go away, and you're not just allowed to snap away if they don't allow it.

Does this actually happen to people? I just give them a compliment about their clothing/hair and take the picture. Then walk off. Never get into fights and occasionally meet very friendly people. Some dude even gave me his old Bronica + 40mm and 75mm lens. All i did was compliment him on his beard and ask to take his picture.

Always comply. If they don't want their picture taken or if they don't want you to take a picture of their place of business, then I won't.
