Im from romania and the anons are right. You can setup your tent basically anywhere without issue.
unfortunately a lot of the mountain roads have been destroyed by illegal logging (thanks Schweighofer) and a lot of trails are ruined by enduroniggers.
Other than that the mountains are beautiful, the people usually friendly and the country relatively cheap (if you come from the civilised part of the world).
Beware of bears and sheepherder's dogs.

European Russia is ok for /out/.
Asian Russia is great for /out/, very little people, a lot of undiscovered gems, but it demands a time commitment due to everything being so far away and no infrastructure existing.

I can't see why it wouldn't be.
It's fuckhuge and has many vast, very sparingly populated areas. Even if wildcamping, making fires out in the open and stuff like that would be illegal or regulated no one would be around to enforce those laws.
