>Steps:
1.) Remove as much flesh as possible without scoring the bone, use borax )sold in any North American grocery store alongside laundry detergent) to help the process along.
2.) You can use dermestid beetles to clean out the inside but it should come clean enough just by thoroughly boiling and brushing out with an old hard-bristle toothbrush
3.) If you want it to have a bright white colour soak in bleach for at least an hour, rinse to remove excess bleach
4.) Allow to dry thoroughly
5.) Use a matte finish acrylic (not latex) spray-can clear coat, apply one coat lightly, allow to dry, apply a second light coat. (This will allow you to easily keep it dust free in perpetuity)

Boil to get rid of most flesh. Remove brain matter by stirring it up through the foramen magnum. Rinse it out good.
DO NOT use chlorine bleach! It will destroy to much organic matter and the delicate skull will be to fragile to handle.
Instead use "Biz" bleach or equivalent. This is an enzymatic detergent that breaks down proteins. Disolve 1/2 once per cup of warm water. Soak 24 hours, rinse, then soak again 24 hour. Rinse well.
Allow to dry in the sun for a day. Better to use a dehydrator on low for 12 hours.
Optional: soak dry skull in polyethylene glycol (PEG) for 24 hours. Remove all of the PEG that you can with cotton swab ad toilet paper. This step will preserve it for much longer, and it looks cool.
You now have a museum quality specimen. Might as well do the whole bird.
