Actually not true. Bergmann's law states that animals retain more body heat the larger they are in size and the closer they are in shape to a sphere. A taller person has more surface area than a shorter person, that's true, but, because of the square-cube law, a taller person has a higher ratio of surface area to volume. Meaning they have more relative volume that is not exposed to heat loss.
That's why mammal species are larger the farther north you go and why endothermic animals get more ball like the smaller they are.
