A friend of mine is looking for a headlamp. He is a policeman and wants to get some headlamps to use on crime scene investigations and he asked me to recommend him something.

Do you guys have anything you recommend? Something that has a fairly good lighting power + fairly comfortable to wear.

Bear in mind that a lot of those cheap headlamps (and torches in general) have Cree knockoff LEDs in them with a nasty blue tint. Not necessarily a bad thing, but they have garbage colour rendering at night (which may be problematic for the intended use). Also a lot of those cheap batteries with absurd capacities are lying, almost every time.

I'm looking for one for myself. Haven't found a good one yet, but some advice would be to look for something packing a Cree XP-L with a neutral-warm colour tint (4000-5500K). AA batteries are convenient, but with how cheap good rechargeable lithium cells are these days, I'd grab one that takes 'em. Unless you find one that's got a charger built in. Doesn't bother me personally, though.

I know from personal experience that the LED Lenser H7.2 isn't a bad bit of gear, albeit a bit pricey for what it is. Colour tint's way too cool for my liking, however.

Do a bit of Google-fu and Youtube browsing. Advanced Knife Bro (youtube.com/user/mhanlen1) covers a fair few, and many others do.

The go to brand for headlamps is zebra light. They're more 1piece angle lights that strap to a head mount tho (so they're more versatile, but deal with the limitations of having the emitter, heatsink, and battery all at the same point).

It really depends on how long he plans on using it. A spelunker who's using it consistently for 8+ hours should get one like your pic, since comfort and battery life are priority. If it's just 20 minutes of use every few hours, a detachable angle light might be better... Especially since it can be clipped onto something other than his head(chest Pocket, or held in his hand) that might be preferred.
