Something I can pull about 40lbs of gear on a sled. Should I do it around my hips or my torso? If Torso, how would I wrap it around my bag (Kelty Redwing 50L)
Figured I'd just use some spare 550 paracord that I've got laying around.

Try and be smarter than the paracord and tie it to an A.L.I.C.E. frame with waist belt.

This, para will act as a shock cord due to inherent stretch. Tie to upper 1/3 of pack for best angle/least resistance.

Most mountaineers simply use 1" webbing which is looped around the bottom of the backpack behind the hip belt.
I've done a few trips like this and it works reasonably well.
