i sit outside in +/- freezing temperatures for 10 hours a day at work

i wear
toque over a balaclava
rain shell with hood up over a quilted jacket over a thermal hoodie with hood up over a cotton sweater over a wool knit sweater over a tshirt
quilted coveralls over jeans over cotton pants over 2 pairs synthetic leggings
thick synthetic socks over wool socks
waterproof winter boots
mittens

i can barely move and it's still so fucking cold

what am i doing wrong??

Is your clothing too tight? It should be loose. It sounds like you have too many layers to tight. It really sounds like this is it.

If you sit still without moving you're going to get cold no matter what. You have to move around some.

There's your problem... Get up and do something.
Or ... get a heater of some sort. Milwaukee has a heated vest that runs on their M12 system. Propane heaters (Sunflower/tank-top heaters, Mr. Heater types) work well.

Pic related will heat my garage to a comfortable temp in about 15 minutes. If I let it go for more than 30min, it's uncomfortably warm.

When I'm snowmobiling, all i'm wearing is a base layer, armor, and gore-tex wind-/water-proof shell. Nothing "insulated". If it's above freezing I'm usually ditching the jacket for a windbreaker in the afternoon.

compression was definitely an issue with my socks, the thick synthetic ones were from my grandma and i'm pretty sure they're a meme, now i just double up on wool and wool blend and it's much more comfortable

most important thing is wool and not sweating. And there is a golden rule to wear 3 layers of clothing, so you can undress/dress based on the conditions.
I don't know how cold you're experiencing but this works for me down to -50C.

I'm on board with this, but I can never seem to get it to work for my feet. Changing my socks when I sweat in them all the time is a fucking hassle but just cotton leaves my feet freezing. Wearing a cotton liner helps for a bit but usually just ensures my feet will sweat.

My scoutmasters always told us that wool socks would keep even wet feet warm but recently that hasn't been my experience, did I buy shitty socks? It's Merino wool.

Yeah it might be shitty socks or you might have shity shoes/boots. Isolated boots and some good thick wool socks should keep you pretty warm.
also moving your toes inside the boots are important, to keep them warm and blood flowing.

How do you do this with legs?
Just for everyday stuff in the winter I wear leggings and pants over them but it's pretty much impossible to change out of long johns when you feel like you're overheating so sometimes I just have to walk outside and chill.

I'm cutting wood at -10 to 0 C for 8 hours a day and I'm wearing a wool cap, tracksuit top, moleskin pants and leather boots all while sweating buckets and I'm fine. I get hot very quickly when I'm moving, it's all about finding a balance. When I'm resting I put a wool coat on and I'm not cold.
Eearlier I made the mistake of wearing cotton shirts underneath, they get soaked in sweat and they kill you so I avoid them now.

Sounds like you could do with those pants with zips to vent hog air.

Honestly the best solution is to not wear a belt. If you wear bib or overall type over trouser it's loose around your waist so you can vent like chimney
