I googled "toothless anime skull" and there was a marine reptile skull that kinda looked like it except the size was completely off.
I'm going with some kind of lizard or frog-like dude. You should post a photo from the top (like the second photo you posted, but turn it over). The angled profile shot in OP makes it hard to judge.
