Sweden. I think the only species you can hunt on public lands is rock ptarmigans.

Research swedish hunting licence. Take it, then contact land owners to aquire animal tags. Start with small game, then go on to hunt bigger game. That way you don't invest in a rifle and rifle shooting test before trying out hunting. Small game use shotguns (hagle) and don't require a shooting test. Bunnies and birds are a good starting point for newbie hunters. Also, if you hunt less popular species like mink you don't have to pay landowners a lot of money (often nothing at all) because there is no competition and people want to get rid of pest species.
