doesnt look like photoshop to me, seems like the way the jpeg artifacts and the positioning just makes it look like it.
the photographer wouldnt have captured the area to the left and offset the man from the center if the fish wasnt that big.

Former /p/hoto editor here, I don't think it's been shooped but it looks like the photographer is using a bit of perspective and lens distortion to make it look bigger. Pretty basic tactic that helps you sell more trip photos.
