Get those in quite a few trees round here, usually birch. They aren't bird nests. They aren't mistletoe.
They seem to be random clusters of twigs that form for no reason, twigs are the same wood as the tree. It is an odd phenomenon, if anyone has the real scientific explanation please share.
I've always assumed those trees have natural choke points within their branches that act as traps for loose falling twigs, which accumulate over time...
