As for General clothing, choose long coats, try trenchcoats and dusters but your character may look fedora-y, combat boots, cargo trousers, etc.

It's a look I like to call "Tacticasual"

Depends on the game really. How outlandish is it? Is it sci-fi? Is it meant to be fairly subdued and realistic? etc. Post apocalypse can be anything from STALKER to 'Nausicaa of the Valley of the Wind'. But the general post-apoc character archetype/silhouette is a hood, long jacket, gasmask. Thick, strong, hardy clothing that protects you from the environment. I'm sure you know all this shit already. Take into account the environment your characters are going to be in. If it's a desert go for loose cotton robes. Take a look at some Dune artwork. If it's generic grey sky middle-America a jacket and heavy pants would be fine.

Also, that guy in your OP looks like post-apocalypse by way of Vogue. Style/10.

I dunno, in an apocalypse I figured enough people would survive by dumb luck, so not everyone wandering around is going to be an operator

I figure it would be more outdoors gear than milsurp, just because that is what people would all have
after a while milsurp would still be around, but gear with lower durability would be in poor shape

also homeless skills, clothes stuffed with rags/paper, use of plastic bags of tarps for clothing

If I was in an apocalypse situation, you can bet your ass I am going to be in big overalls and a camo shirt. If it's cold maybe a dark neutral color flannel.

I know it sounds hillbilly, but it's really fucking great, and offers a lot to build of off. For example, if it's cold, a pair of flannel pajama pants fits comfortably under the overalls, if it's hot, just wear boxers. They have plenty of variability, since you likely will be losing weight since your shoulders hold them up instead of your waist. They are also super comfy, so there is that.

The shirt is just a shirt, as long as they blend in you are golden.

They are great. I wear them almost everyday. They are by far the best work pants money can buy, and they are comfortable in any weather. The only downside to them is the cultural stereotype, and that some brands don't put enough length in the straps, so if you don't try them on, they might crowd the boys a little bit.
