It's in a potted hibiscus plant's soil and It's hardshelled oval eggs , and lots of them . 1-1.5 cm long

If you don't want them there, take them somewhere to a park or backyard, bury them with about 2-3cm loose soil over the top where they can run off and do what they do- which is kill vermin and insects
Its just lizard eggs, from the really small ones.
Leave them be.

If something is laying eggs in your potted hibiscus it's because that something saw a good place for it's young to grow up (plenty of hibiscus to eat). If you value the hibiscus get those eggs out of there.
