Best bang for buck/budget cold weather sleeping bags?

Have a handful of down really cold weathet bags that were in the 300-500 range. I've always understood the 3 things you never skimp on are pack, tent and bag.

That being said I have a coworker who wants to get out with me in the late fall and winter and is buying kit to get into backpacking.

He's asked about brands like hyke and byke with regards to their 175ish dollar down bags, rated to 0 according to them.

I remain suspicious. Go ahead with feedback on them or other budget brands. Make suggestions for a winter bag for a dude who might get out 3 or 4 times tops.

Surplus USGI modular sleep system. With both bags and the bivvy cover they're comfy to around -10*F and you'll get by down to around -25*F. Can be had as a complete system in okay shape for around $80 in good condition or around $60 in "fair" condition.
