Shears have a small, dull-ish serration on one cutting edge that gives them a bite to the cut.
I have an old pair of kitchen shears from the 50s - used for cutting meat before everything was heavily processed.
The serrated bite is necessary when cutting anything smooth and durable, as scissors would push off before they would cut.
Braided fishing line us probably today's #1 use of shears in the outdoors.
