I'm a big fan of Frogg Toggs. It's not luxurious, but they're really good and quite comfy. Sizes run really large so it's best to give them a try at a store before ordering. (they're sized to fit over normal outerwear and even backpacks)
I own pic related - 100% waterproof (not even a little moisture leaks through the seams after extended time in heavy downpours) and it's also soft and comfy fabric. Brilliant stuff for the price.

Cant get much better rain protection then pvc or oilskin. If your only out for a day or two then this is the way to go, and for light rain you sont need a jacket. Youll still be plenty warm without a shirt.

I don't what summers are like where you are, but if it's not cold and the rain is short but sharp I would be more concerned with staying warm and drying fast. Breathabilty is a bit of a con so if you want to minimise body condensation get a rain jacket with decent sized pit vents.
