It is only poisonous if you eat it. The reason you wait until winter is because it needs to be dead and dry inside. That strengthens the fibers and makes it far easier to extract the fibers. It is still a real bitch to work with if you are unaccustomed to that sort of thing. Getting enough of it can be a problem, so make sure to collect and sow as many seeds as you can in places it will grow well.

Also basically any plant fibrous and semi-woody, I've seen serviceable cordage made of some species of bamboo, and many types of semi-woody vines.
