Buy a map roll, put it on your strap pack.
I fold mine up, put them in ziplocks, put those with my compass in a US MOLLE grenade pouch, and hook the grenade pouch to my backpack's hip belt. Or you could buy a leather map case with a shoulder strap like you want to, you urbanite faggot.
I have a overgrown fanny pack from years ago, I would use. It's got a few pockets with my compass and two water bottles built on the side.

Front and back - a few sheets usually does for most hikes.
It doesn't crease too much, totally waterproof, you can write on it.
So seal some card in a plastic wrapper then attach your paper map to that. Punch a couple of holes in the card and dangle it round your neck on some string or tie it somewhere suitable on your pack.
