With all those dandelions and honey, I'd make some dandelion mead. Lots and lots of it and I'd be meticulous about removing any green bits from the petals.
Where I live, it is getting increasingly difficult to find enough dandelions in bloom to even make a small batch.

That depends on time and money really. How much time do you have to work on it and how much money can you spend for the initial setup. I'd recommend 1-5 hives. I'd also start during swarm season in spring when you can set out boxes/lures to attract free swarms. That will cut costs at least.

Normally the size of the swarm. I keep 2 hive bodies and 1-4 supers.

Nothing, just make sure they are not trapped inside a building. They will find their way back. Just ensure you have a queen separator between the hive bodies and the supers so you don't have to look out for the queen.

If you don't have the skills and equipment to make your own, spend whatever you like. This is a long term endeavor which will repay you and allow you to make a profit over and over.

Check other supplier's prices and compare kit costs. The best thing to look out for is the size of the super frames and their style. When and if you upgrade to more hives/supers you will want to match these. It will make ordering new wax foundation and related materials easier later on.
My best advice is to read up on pests and diseases of honeybees. Then travel to all the local farms within a 2 mile radius and see what pesticides/corn GMOs they use.
