Went to start my car today and it only cranked for a minute before stopping.
I come back to it and turn the key and now all I get is a rapid clicking sound, I tried to jump the car and it still won't start, I tested the battery with a volt meter and it's 12.30, so I couldn't possibly be the battery? I mean, my lights aren't dim at all.
Is it the starter motor that's malfunctioning?

Check the starter motor or the ignition key cylinder(sorry, don't know how to call it in english).
Though, if the issue was in the starter motor, it would have jump started.
