Bumpers evolved to not use flexible copolymer coverings over a solid metal bumper. They switched in the late 1990's to more brittle stiffer plastics in order to support paint that aged more like the rest of the body color. As a result, impacts cause a lot of brittle cracking. And because bumpers changed from being metal bumpers into impact zones fronted by crushable cells, you get a higher amount of damage from impacts.

That's why most people would remove the bumper cover completely and either zip-stitch it back together or just leave it off. Also, it's obviously holding rain water.

There was rain or road water trapped in the curved bumper. No big deal as long as it doesn't cause rust because it was salt water. ha
