Either way, it's not worth the effort. Aftermarket parts, especially body parts, don't snap together like legos. It's not worth spending thousands of hours trying to get a body together and straight when there's shittons of the cars out there already.

Some company is making new reproduction bodies. I don't know how the VIN is handled, but yes, you can buy a brand spanking new 68 Camaro with 0 miles on it.
Of course, you have to put it together, or pay someone else to do it for you. It's not like the parts aren't plentiful though. I'd imagine you could have it running for about $50k, give or take.

I don't know the specifics myself, but something you built doesn't require much. Or if it's a unibody built with an unused vin, then it is a 1968 or whatever and only has to meet those standards.
