Yep somebody maliciously destroyed $100 worth of used tires. You wouldn't want to bother making a claim like that even on comprehensive unless they're like 40 inch thornbirds or something - which hopefully any vandal with a lick of sense would be afraid to slash anyway.

The original video was about thugs that come up to cars at traffic lights or other places. They demand money or else they will slash the tire. It's just that in this case, the thug was unlucky to hit the sidewall plies in the perfect spot to make them fray apart suddenly. Thus all the energy came out at once like an explosion instead of a much more casual half-second.
