Yes, that's a 99 though not a 2000. With it at 105k it needs a timing belt right now right now, if it hasn't just been done. Check the dipstick for milkshake and the coolant overflow tank for bubbles while it's running, if either it needs headgaskets.
Otherwise it's a super solid car that handles great, drives nice, is a tank once you sort out the above issues, and is super practical. I love mine and I highly recommend it.

It's the same transmission as an 02 WRX with a bit different gearing. They only start breaking once modified to about 280-300hp, so in these naturally aspirated cars with under 170 it's alright. Mine shifts nicely, you'll probably want to put a new shifter bushing in it though, as well as a good synthetic 75w90 gear oil like Motul 300.

No. Just get a civic for 3k.
Subarus of that era eat headgaskets. Everyone I know who's had one either had the gaskets fixed or sold the car. Due to the boxer design you have to pull the engine to do them without torturing yourself. Plus the AWD system doesn't age well.
I'd go with a 4cyl FWD car like a Civic or a Corolla as a first car.
