You can try acetone on the metal parts and rust removing solvent on the tower there, make sure to let it dry for a good long while though

My pic was after a fresh cleaning with a rag and degreaser, took me a few hours but man it was worth it. Honestly the hardest part is just gathering the gumption to get started, once you do that your autism (should) take over until it's spotless.

From the previous owner, no. Got this car no more than a month ago. The guy was good with cars, but he couldn't solve a vibration problem, and gave up on it, thus leading to the car sitting for a year with little to no tlc.
As for the rust, it's just the air filter top, so if I can get so code red rust remover or something and soak it one of these days, it should improve how it looks exponentially.
