Okay /o/, I had a rough idea of how we could reduce the amount

Okay /o/, I had a rough idea of how we could reduce the amount of speeding tickets accumulated and at the same time, let people drive over the limit and speed at the same time, at least those who know how to.

Basically, all that would change is you would have a new class of license. The driver would take a series of driving and theory tests that when passed, would signify that the driver has exceptional knowledge and skill, and has the driving/intellectual capability to drive over the normal speed limit in certain areas responsibly at their own discretion, while it remaining legal.

In certain areas like school zones and retirement zones etc, the speed limits must be adhered to for obvious reasons, but for normal streets and especially highways/expressways the new license would take effect, allowing you to drive over the speed limit (at least by a certain amount) without getting pulled over. And to make sure you don't get pulled over once you got the upgraded license you would receive a special sticker or two that you would put on the back and front of your car (maybe even on the license or the license color could change), to let the cops know you have that license.

Rough idea, obviously its got flaws and loopholes, but what are your overall thoughts?

It would honestly depend on how much the test/license would cost to acquire and how many people would actually be able to acquire one. If it's only like 10% of the population or less the impact wouldn't be that bad but you have a good point.

In europe, we call that a 'driving test'.

well you obviously forget how much time and money is needed to implement a new law.

and even IF the law gets passed you would have an enormous rattail of other costs like the new training for police officers, driving schools and so on

on top of that, every new law will bring chaos to the streets due to the older drivers.

I'm guessing that you think you are somebody who falls in the category that could apply for a speed license. protip: you are probably not.
It's pure statistics. 85% of the people think they belong to the top-half of driving capabilities.
secondly, a speedlimit is there not only to allow you to have enough time to correct an error, it is also there to allow others to correct their error, and even is there to allow you to prevent a collision in case somebody else makes an error.
increasing the speed limit for you does not only affect you, and your safety, it also affects that of others. Perhaps even of less capable drivers.
If you want to reduce the amount of speeding tickets implement a system where you don't have to think about your speed because either cruise control or some automatic limiter does that for you. And you don't have to adjust for the erratic non-cc or deliberately slower vehicles.

sure you are right.
But the reality is that politics is a short time oriented game. nobody whants to be responsible for something that costs more money than it makes in their period of office.

The only thing that can change that attitute is large number of voters you could get with that idea in your election programme.

take the topic 'global warming' for example.
nobody wanted to do something till a respectable sized group of people where willing to make their voting based on the partys opinion towards climate change.
the scientific data is there since the 80s. but now society has enough vegans in it, so its done.

the skill level needed to go 90 in a 60 is roughly "slightly below average" and the car quality level needed to safely drive those speeds is somewhere between "10 year old bone stock toyota corolla" and "civic hatch with a few simple mods"

speed limits are set low because of the sheer number of americans with driving skills and critical thinking ability "significantly below average" and cars so outdated, poorly suited for pavement, or poorly maintained that they, by all rights, should maintain a VERY extended stopping distance and never take a somewhat engaging corner going faster than 50mph lest they roll the fuck over.

go for a drive on an american highway and marvel at the shit some people think is normal, if not GOOD driving.
