You have a leak in the ac system and it's sucking in emission/engine smells and blowing it into the cabin when you turn it on. Recirculated air is from the cabin only so that's why you don't smells it. Find the leak it will be in a flex hose or the hard line.

His AC just sucks in air from the intakes that are probably just in front of his windshield wipers under the hood. There shouldn't be "engine smells" in that air if his exhaust is working correctly, beyond maybe a faint aroma of lubricant and belts.

My had had the same thing in his 2000 2.0L jetta. Its either the seal between the exhaust manifold and the engine or a crack in the manifold itself. Have the exhaust looked at before the first catalytic converter.
Change the cabin filter, you should be good after that
