If you live in an apartment complex, if the landlord leaves the car window open a crack, regularly drop in a scanned and printed twenty dollar bill. The meth heads see that and break into that car regularly. The manager will finally do something about the car break in problems.

Until managers and apartment owners get problems shoved in their face, they ignore them. After all, your problems are your problems, and they don't want to spend any money on resolving your apartment problems.
