They look almost the same in almost the entire country because of a harmonisation agreement between almost all states. Bavaria is a special snowflake and insists on continuing to use green and silver (background: German police cars used to be green and white). Some states/departments will use Mercedes or BMW wagons, rarely Opel. Autobahn police will use higher powered versions of said models. Departments in large cities may use Golfs and such. I've seen them use them a couple of times to push broken cars off the road if they're in a dangerous situation instead of waiting for a tow truck. They're also useful if you have to box someone in who's trying to drive away. Cops also get into accidents about as frequently as anybody else, I'm sure the bars help with fender bender damage.
