I found this run down old civic si that I wanted to buy as a project car and restore it. I was wondering if id need to register and get plates to transfer the ownership. In it's current condition it isn't roadworthy. I was thinking if I could just buy it off the guy and work on it by my house then register it once I'm done with the repairs. Is this a possible option or nah, any help or input would be welcome

No, you aren't going to be driving it for a while, you don't have to register it and get plates. All you need is the title.

It depends on your states requirements for title transfer. Some states require the seller go to the notary with you on the day of sale. If not you could just get title when you buy it and register it later.
Of course that would mean that the car isn't yours for that time and could be towed if seen by a cop or claimed by the previous owner. There's also the issue of getting it home. If all you got is a title their going to think you stole it.
I would bet that car has very little floor left.
