I'm getting straight pipes soon and was wondering if there was a way to make your exhaust constrict at say 3k RPM's and only 3k RPM's to create a back blast and would this hurt my car in any way if I could manage to do that?

that's not how 'back blasts' work
yes you will hurt your car, your muffler and exhaust will eventually literally explode, it combusts a mixture in your exhaust that will both push against your exhaust valve and can make your cylinder run extremely lean for a few cycles
don't be a wanker, put a muffler on your exhaust
