I know very little of cars.
The gauge needle seems to be way too far past "Full" to the point where it's stuck on the underside of the little rod thing as you can see in the picture.
The guy I bought the car from said he looked it up and you might be able to fix that with a strong magnet, pulling the needle back to its place, but I don't have anything like that.
Also, is there anything cheap I can do at home about little rust spots like this or is it best to just take it to a shop?

If its just on the sides and not in hard to reach spots, you could probably sand the rust off if its not too deep and repaint it.
Get the dash off and check the voltages that are being sent to the gauge.

I've used 1.2 gallons since last time it was completely filled. Again the meter is on way over full.

If you know very little about cars, look for some mechanic instead of ruining your ride due to your lack of knowledge and skill.
Protip: you need both, even if you know how to do it by reading on the internet you still need a skill to do the job and if you haven't done it before - chances are you will ruin your car and will need to visit the mechanic anyway and pay for the extra damage you have done.

new door and new skirt. No shortcuts there. Cutting the metal from the door, welding in new sheet and painting will cost more than a visit to your local scrappy with a bunch of tools to undo the door from some donor car. Skirt will need to be done by a proper mechanic.
