My wife has a 2008 hyundai sonata that we bought used. She blew a fuse under the dash and upon inspection I saw this. It was hardwired into another fuse and grounded to the dash. I disconnected it to see what would happen and nothing as far as I can tell. I've never seen anything like it but I'm by no means a mechanic. What is it?

The positive was connected to a fuse(I didn't check which one before disconnecting) and the ground was just a random bolt in the dash. Doesn't really seem like it would do anything like that I'm just really curious
