Here in the US, cars are generally auctioned off at these types of auctions if the cost to repair them is more than the value of the car itself, if the car is donated to a charity, if the car was stolen and recovered after an insurance company paid out the original owner. My guess would be that it couldn't pass inspection since it's in Cali, like>>17655878 said.
