Depends. The Civic has a better chassis, but if you want an engine worth modifying, you have to pony up 35k for a Type R, meanwhile the Toyota's 1.8L does have decent aftermarket support, and there are, theoretically anyways, bolt in IRS swaps for it to improve the chassis.
I'd probably grab the Corolls, on new ones anyways.
