Not enough customers because the slice of pie that GM has is a lot smaller than in the 1990's. Bringing in Pontiac would probably not pry away many customers from foreign car makers. Thus Pontiac would basically cannibalize other GM car sales. That could possibly decrease specific model sales to the point where some lines lack enough profit to pay for the costs of developing new innovation and styles.
