I'm not sure how the process goes in Albania, but I'm sure if you visit a government office for motor vehicles they can explain the process better for you.

A vehicle should have a Vehicle Identification Number, or VIN. This is specific to the vehicle, and is used to catalogue things like how many previous owners it had, or how many declared accidents. If you know the VIN of a car you want to buy, you can get a report of the car's history from either your Government or from a private company.

I'm not sure what laws are regarding insurance, but you will most likely need to apply for insurance before you register your car. Otherwise, your government site should have more detail.

I live in middle Europe and drive a 325d E91 with 200k km on it.
Engine, Particle Filter, Turbo, etc. are completely fine because the car is and was driven primarily long distance/highway and cared for. If you buy a diesel, make sure the previous owners treated it well and ideally live a bit further away from a city or the shops, so they have to drive continuous long distances. Know your shit about the car you want to buy. Read as many threads about it on car forums as you can. Check for ANY kind of problems before you buy and always have some money on the side to fix shit. Some smaller problems like thermostats, clutch etc. will eventually occur no matter what. Electrical problems tend to be quite common, watch out for everything electrical, had quite a few problems with that stuff.
NEVER buy a german car if you can't afford to fix it when it's broken.
