In my experience the most obvious way to find out if someone is trust worthy is to see if they actually own any equipment used to maintain a bike. I'm sure this applies to cars as well.

For instance I bought a ninja 250 from a guy who was Mexican, but he lived in an upper class neighborhood, the bike looked mint, ran mint, and he gave me some oil filters, brake fluid, etc. So I knew he took care of the bike.
He also let me cold start it legitimately, which is rare.

It's more about neighborhood and income than race imo, and even then I'd value someone who had more shit bought to maintain it.
